The Silph Scope will be given once Giovanni is defeated, and players will then be able to go to the top floor of Lavender Tower to speak with Mr. The elevator on F1 is currently not functioning, so go down one floor and use that one. The lift key should be obtained first from one of the Rocket Grunts in the 4th floor, so as to activate the elevator, taking players to Giovanni. Players are unable to skip this area as they need the item Silph Scope to unlock more areas in Kanto. Located in the basement of Rocket Game Corner in Kanto Celadon City, the Rocket Hideout acts as a small maze comprising of 4 stories. Location of Rocket Hideout in the Kanto region
